1. Acceptance of Terms

By accessing or using PasPay ("the Service"), you agree to be bound by these Terms of Service. If you do not agree, do not use the Service. We may update these terms from time to time; continued use constitutes acceptance of any changes.

2. Service Description

PasPay provides international money transfer services via Telegram. We act as an intermediary connecting senders with local payment partners in recipient countries, facilitating the movement of funds across borders in compliance with applicable regulations.

3. Eligibility

To use PasPay you must:

• Be at least 18 years old
• Not appear on OFAC, EU, or UN sanctions lists
• Provide accurate and truthful identity information
• Have a valid Telegram account

4. Prohibited Uses

You may not use PasPay for:

• Money laundering or terrorist financing
• Transfers for illegal goods or services
• Providing false or misleading identity information
• Transfers to sanctioned countries or individuals
• Structuring transactions to avoid reporting thresholds

Violation of this section may result in account suspension, fund holds, and reporting to relevant authorities.

5. Fees

• Transfer fee: from 1.5% of the transfer amount
• No hidden fees. The exact fee is displayed before you confirm a transfer.
• Exchange rates are updated daily and shown at the time of transaction.

6. Transfer Limits

• Minimum: 1,000 RUB per transfer
• Maximum (unverified users): 150,000 RUB per transfer
• Higher limits are available after completing enhanced identity verification

7. Processing Times

• Standard processing: 15 minutes to 1 business day
• Delays may occur due to compliance checks, bank operating hours, or technical issues
• We will notify you of any delays affecting your transfer

8. Refunds

• Uncompleted transfers: full refund issued within 3 business days
• Completed transfers: non-refundable — please contact the recipient directly
• Transfers cancelled due to AML/compliance holds: refunded after investigation is complete

9. Limitation of Liability

PasPay is not liable for delays or failures caused by third-party payment partners, regulatory holds, banking system outages, or force majeure events beyond our reasonable control. Our maximum liability for any single transaction shall not exceed the transfer amount.

10. Governing Law

These Terms are governed by the laws of the jurisdiction where PasPay is registered. Any disputes shall be resolved through binding arbitration, except where prohibited by applicable law.
